이 논문은 북부해항로(NSR)와 러시아 해양 안보, 특히 현황과 이슈를 분석하였다. 최근에 러시아는 북극 지역에서 군사자산과 해양 인프라를 강화하고 있다. 기후변화와 과학기술 발전을 통해 NSR 항행 개발은 북극 석유, 천연자원 채굴을 가능케 할 뿐만 아니라 유럽과 아시아를 연결하는 수에즈운하보다 거리적 단축 이점을 지니고 있다. 그러므로 북극의 지정학적 및 지경학적 가치가 상승하고 있다. 실제로 2014년 4월 국가안보위원회에서 푸틴은 “북극은 전통적으로 우리의 특별한 관심 영역이며, 군사, 정치, 경제, 기술, 환경, 자원 등 국가 안보의 실질적인 모든 측면이 집중된 곳”이며 “강대국으로 복귀를 가능케 하는 곳”이라고 선언했다. 이러한 맥락에서 이 글의 제2장 ‘NSR의 현황과 이슈’에서는 개념 정의, 물동량 추이와 전망, 가능성과 제약성 등을 분석하였다. 제3장 ‘북극 해양 안보 현황과 이슈’에서는 NSR의 군사 안보와 비군사 안보(경제, 사회, 자원, 에너지, 물류, 환경, 재난 등)의 인과관계와 국내외 상관관계를 분석한다. 제4장 결론에서는 평화와 협력의 관점에서 지속 가능하며, 친환경 및 생태에 기반을 둔 북극 개발에 대한 제언을 제시하였다.
Abstract
This paper analyzes the Northern Sea Route (NSR) and Russian maritime security, especially the current situation and issues. Recently, Russia has been strengthening its military assets and maritime infrastructure in the Arctic region. Through climate change and scientific and technological development, NSR navigation development not only enables the extraction of Arctic oil and natural resources, but also has the advantage of shortening the distance over the Suez Canal, which connects Europe and Asia. Therefore, the geopolitical and geo-economic value of the Arctic is rising. In fact, at the National Security Council in April 2014, Putin declared that “the Arctic is traditionally an area of our special interest, where practically all aspects of national security such as military, politics, economy, technology, environment, resources, etc. are concentrated” and “a place that enables a return to a great power.” In this context, in Chapter II of this article, ‘The Current State and Issues of NSR’, I analyze the definition of the concept, the trend and prospect of the cargo volume, and the possibilities and limitations. Chapter III, ‘The Current Status and Issues of Arctic Maritime Security’, analyzes the causal relationship between the NSR's military and non-military security (economic, social, resource, energy, logistics, environment, disaster, etc.) and the domestic and international correlations. The conclusion of Chapter IV considers suggestions for sustainable, eco-friendly and ecologically based Arctic development in terms of peace and cooperation.
