불안정 노동과 국민연금: 노후 소득 보장 체계의 개혁 필요성을 중심으로

이 글은 불안정 노동의 확산이 연금 체계의 안정성에 대해 던지는 과제를 살펴보고 그 대안을 모색하려는 시도이다. 1970년대 이후, 장기 침체 국면에서 노동 시장 유연화까지 진행되면서, 한편으로는 비정규직이 양산되고 다른 한편에서는장기 실업자나 자영업자가 늘어나고 있으며, 최근에는 플랫폼 노동의 확산으로자영업자 비중이 더욱 더 높아지고 있다. 그러나 비정규직과 함께 장기 실업자나자영업자는 모두 고용 형태, 사회적 보호, 소득 측면에서 불안정성을 안고 있다. 이러한 불안정 노동의 확산되면서 국민연금 사각지대와 노인 빈곤이 확대되고있으므로, 임금 근로자 중심의 국민연금 체계는 더 이상 타당성을 갖기 어렵다. 불안정 노동이나 여기서 비롯된 사각지대 문제를 극복하기 위해서는, 임금 근로자 중심의 국민연금 체계를 비임금 근로자, 즉 자영업자에게로까지 확대 · 적용할 필요가 있다. 이를 위해서는 무엇보다도 비임금 근로자와 임금 근로자 사이의차이만이 아니라 정규직과 비정규직 사이에 존재하는 차이 혹은 격차까지 해소하려는 노력이 필요할 것이다.
Abstract
This essay is an attempt to look at the challenge posed by the proliferation of precarious work to the stability of the pension system and to find its alternatives. Since the 1970s, labor flexibility policies have been implemented in long-term recession. As a result, non-standard forms of employment are increased, and the other hand the number of long-term unemployed persons and self-employed workers is expanded. Recently, self-employed workers is increasing due to the spread of platform work. However, both long-term unemployed and self-employed, as well as non-standard labors, are precarious in the forms of employment, social protection and income. As these precarious works are spreading, the pension blind zone is expanding and the old-age poverty rate is rising. In order to overcome the problems of precarious work and the blind zone, it is necessary to apply the national pension system centered on wage workers to self-employed workers. This will require an effort to resolve not only the gap between the non-wage and the wage worker, but also the gap between the standard and non-standard labors.
