비정규직의 다차원성과 비정규직 분류방식 개선의 필요성

비정규 고용형태는 노동유연화 전략에 의해 끊임없이 변화한다. 최근에는 다차원적인 특성을 갖는 비정규 고용형태가 증가하고 있지만, 비정규 고용형태에 대한 기존의 분류방식과 측정은 이러한 변화를 고려하지 못하고 있다. 이에 본 연구에서는 비정규 고용형태의 다차원적 특성과 변화에 주목해야 할 필요성을 제시하는 한편, 대안적인 측정 방법을 제안하였다. 나아가, 비정규 고용에 대한 새로운 분류와 측정방식의 필요성을 보여주기 위해, 비정규 고용형태별 고용보험과 국민연금 가입현황을 비교·검토하였다. 그 결과, 다차원성을 갖는 비정규 고용형태로 일하는 근로자의 경우 고용보험과 국민연금으로부터 배제될 가능성이 단순 비정규 고용형태로 일하는 근로자에 비해 훨씬 더 크다는 것을 확인할 수 있었다.
Abstract
The non-standard work has been ceaselessly changed due to the strategy of labor flexibility. In recent, the non-standard work with multi-dimensional characteristics has increased, but existing classification and measurement on non-standard work does not considere those features. This paper proposes a new measurement method, which reveals the multi-dimensional characteristics of non-standard work. New method enables us to investigate changes of employment condition, and would be useful to establish policy for improvement of employment condition of non-standard work. For emphasizing the necessity of new measurement, this paper compares and examines the features of participation in the employment insurance and the national pension by the type of non-standard work. As a result, this study detects new facts that non-standard workers with multi-dimension are more likely to be excluded from social insurance than workers with one-dimension.
