IPA를 통한 중앙정부･지방정부 간 공직윤리제도 강화에 대한 인식비교

Abstract

In this research, we compared differences in recognition between central government and local government officials, focusing on matters that have become issues at the moment in the public office ethics system operated by the government. The analysis method makes use of the IPA questionnaire, and the results of the survey are displayed as coordinate values in four quadrants to prioritize improvement according to the degree of intensification and improvement of system improvement. As a result of the analysis, we demonstrated that there is a clear difference in strengthening and improving the public official ethics system between central government officials who are in charge of policy planning and supervision work and local government officials in charge of execution and support operations. For the 21 questions (52.5%) out of 40 questions, we strengthened from the current official ethics system and showed the recognition results that we would like to improve. Meanwhile, the central government civil servant showed recognition that shows only improvement on only one question. These analytical results need to have a critical view on the current official ethics system. In other words, in the case of local civil servants, we can also look at the plan for establishing another official ethical standard that matches local characteristics. Of course, there are cases where local councils prepare and operate grounds through autonomous ordinance. In addition, it is necessary to take measures to integrate current public official ethics related systems. I am managing public official ethics related system at multiple ministries and agencies, but I think that integrating and managing public official ethics related laws and regulations into tentative name public office ethics basic law can do efficient official ethics work. If so, the relevant ministries and agencies that manage the law become unitary, and systematically manage and operate existing ones by supervising duplicated public official ethics work by specified ministries and agencies.
