대학의 세계화와 경쟁력 강화 차원에서 WCU (World Class University) 사업이 추진되었고, 정부출연 연구기관의 세계화와 연구역량 강화를 위하여 WCI (World Class Institute) 사업이 추진된 바 있다. 요지는 구미권의 우수한 외국인 또는 한국인 학자를대거 유치하여, 국내 연구집단의 역량을 제고함과 함께 더 개방화되고 다양화된 연구시스템과 문화를 구축하자는 것이다. 본 논문은 특히 출연 연구기관의 세계화와 소속 연구센터의 역량 강화를 위한 우수연구자들에 대한 그룹 유치라는 정책적 제안을 하고자 한다. 먼저 우수 연구집단 육성의주요 요인을 살펴보고, 연구기관 인재 유치 및 보유의 주요 착안점을 탐색해 본다. 그리고 구체적인 제안으로서 출연 연구기관에 외부 우수인력들에 대한 집단적 유치를 위한정책을 제안하고자 한다. 결론에서는 외국의 우수인력들에 대한 효과적인 유치 전략및 정책과 함께 국내 우수 연구자의 육성 방안을 균형있게 추진해야 함을 강조한다.
Abstract
WCU(World Class University) project for globalization of Korean universities has been launched. WCI(World Class Institute) project for globalization and strengthening of Korean public research institutes is being prepared. The focus of the WCU and WCI program is mainly aiming at recruiting and retaining outstanding foreign/external scientists and engineers in Korean universities and research institutes to enhance worldwide competitiveness. Diversification and openness are main factors to produce breakthrough and cutting-edge innovation. Korean innovation systems should be changed in absorption of diversification and openness. This paper also suggests the policy model of group recruiting of foreign/external outstanding researchers in Korea. Particularly, based on concept of center of excellence, HR policy of group recruiting will be provided. The author concludes the paper with accentuation that growing domestic young researchers is also important. And we should seek the strategic balance between recruiting outstanding foreign researchers and growing young domestic researchers.
