Abstract
The universal service policy implies the provision of fundamental information telecommunications services to any citizen, anywhere with affordable price. In this study, we do not regard the universal service policy as a fixed policy; rather we propose it dynamically evolving concept. This recognition brought the necessity of the specific process of formation and transformation of the universal service in the U.S. and Republic of Korea along with the change of telecommunications industry environment. With regard to the formation of the universal service policy, embracing the perspective of ‘public affairs,’ we argue that the PR activities of the firm are the main cause of the formation of the telecommunications public policy. In case of U.S., the public affairs management and campaign of AT&T affected the formation of the public policy. In Korea, Korea Telecom also played important role in making the universal service policy. The universal service policy was started by the PR strategy of AT&T in order to make and maintain monopoly market. Some scholars have negative attitude for the fact that the universal service policy was initiated by the corporate PR strategy. But regardless of the initial motive of the policy, the policy has evolved to realize public interest by harmonizing the two contrasting concepts-efficiency and equity, and the policy should be incessantly evolved according to the development of informatization.
