Abstract

The digital inclusion policy refers to the ability to access digital anytime and anywhere physically and economically through digital services and digital devices, cultivate digital skills necessary to use computers, and the understanding and ability to use digital devices. It is a digital policy that aims to improve the quality of life by cultivating digital capabilities and accessing digital information through Internet infrastructure. First, the digital divide, the difference between digital users and digital non-users, needs to be bridged. In addition, digital literacy, which is an individual's digital ability to collect digital information and to understand and evaluate it, should be promoted by utilizing computer technology and services such as e-mail. The Digital Inclusion Act should be enacted so that a legal basis and legal organization can be established for the realization of the digital inclusion policy. To strengthen digital literacy, first, it is necessary to establish a digital education system that anyone can easily visit. In addition, it is necessary to develop a tentative name “Digital Literacy Scale” to diagnose each individual’s digital literacy level and provide necessary education in a customized way. What is needed for digital literacy education will be securing competent instructors. Second, it is to provide opportunities to experience and learn new technologies such as SW and AI. Third, it is to provide customized digital educational contents for students with disabilities. It is to provide customized contents to guarantee students with disabilities’ right to learn digital education and to try to develop multimedia contents for education by type of disability (time, hearing, retardation, developmental disability) reflecting the universal learning design. Fourth, strengthening digital dysfunction prevention education. By expanding Internet ethics and digital use education for digital dysfunction prevention, cyber violence damage prevention education is provided by age, from infants to adults. In order to enhance digital accessibility, it is necessary to improve the accessibility of digital devices and services for the disabled and the elderly. A typical example is to make the scope of unmanned information terminals, which should ensure accessibility for the vulnerable, such as the disabled and the elderly, compulsory in stages in consideration of public nature and the size of the business. In addition, Internet environment and digital device support for distance education of low-income students should be promoted.
