남⋅북⋅러 삼각 협력사업 활성화를 위한 대러 경제제재 조치 우회 방안과 북한 법령 고찰

Abstract

This paper examines the UN Security Council resolutions against North Korea, the US sanctions, and economic sanctions against Russia, which are obstacles to the trilateral cooperation projects between the two Koreas and Russia, and plans to bypass economic sanctions and trilateral cooperation projects. I would like to analyze and review North Korea’s legal system necessary for cooperation projects. Currently, economic cooperation between the two Koreas has been stranded due to the North Korea nuclear issue and the US sanctions against North Korea, and the New Northern Policy and the New Northern Policy on the Korean Peninsula, which the Moon Jae-in administration promoted for prosperity and peace on the Korean Peninsula, remain at the stage of design. However, the development of inter-Korean relations is the first step towards denuclearization of the Korean Peninsula and a shortcut to peace and an economic community on the Korean Peninsula. As the current government proposed the East Asian Railway Community, the new Northern policy is being promoted to expand cooperation between the two Koreas to strengthen the linkage with Eurasia and to find the northern economic zone and future growth engines. Among the new northern policy, the plan for a nerve-providing body is the main core project of the trilateral cooperation project between the Russian Far East, North Korea, and South Korea. In preparation for the phase of easing economic sanctions by the Western camps against North Korea and Russia, plans for the trilateral cooperation between the two Koreas and Russia will be reviewed, the North Korean legal system necessary for the cooperation project, and the laws on corporate establishment.
