Abstract

This study aimed to develop policy recommendations for creating a comprehensive plan to identify and develop athletes with disabilities, promoting a positive generational shift through an in-depth examination of identification and development programs for athletes with disabilities, along with international case studies. To achieve this, we thoroughly examined the current state of existing identification and development for athletes with disabilities both domestically and internationally, and gathered feedback from field experts. Based on the findings, we set a basic direction for identifying and developing athletes with disabilities and created project implementation plans along with detailed tasks. The study suggested the following to support the identification and development of athletes with disabilities: diversifying pathways for identifying athletes with disabilities, improving coaches' capabilities, specializing the identification and development process, regularizing access to competitive experience, activating support for expert groups, and expanding collaboration with local communities. Moreover, improvement measures included restructuring the national team athletes and their subsystems, diversifying athlete entry pathways, and clarifying athlete and coach evaluation methods. Additionally, we proposed establishing pathways for identifying and developing athletes for new Paralympic sports and creating a collaborative system among education offices (schools), welfare centers, regional disabled sports associations, and member organizations. In summary, this study established a systematic and sustainable basic plan for discovering and developing with disabilities to foster a positive cycle across generations and outlined policy directions and a cooperative system to support it.
