해외 사례를 바탕으로 장애인체육 선수 육성을 위한 제언 -독일, 영국, 중국의 사례분석을 중심으로-

본 연구의 목적은 장애인체육 선수육성현황에 대한 해외 사례를 바탕으로 국내 장애인체육선수의 발굴․육성 방안을 수립하기 위한 정책적 제언을 도출하고자 함이다. 지금까지의 장애인체육 관련 선수육성자료들은 대부분 사례 소개 정도에 그치고 있어, 우리나라에 장애인체육의 선수육성 체계를 수립을 위한 정책적제언을 제공하지 못하는 한계를 보여주었다. 따라서 본 연구에서는 이러한 현실적 요구를 고려하여 각국의장애인체육 선수육성 관련 사례를 선수육성현황, 선수육성 시스템, 지원시스템, 관련 정책 및 사업의 기준으로 재설정하여 우리나라 장애인체육선수 육성 방안의 정책적 제언을 도출하고자 하였다. 자료 수집 및 분석 대상 국가 사례는 장애인체육 선진국가인 독일과 영국의 사례와 하계패럴림픽의 최강국가인 중국의 사례였다. 수집된 자료 분석을 통한 우리나라의 장애인체육 선수 육성체계 개선방안 마련을 위한 정책적 제언은 다음과 같다. 첫째, 해외사례에서는 재활스포츠에 대한 의료보험 제도를 체계적으로 운영하고 있어 재활수단으로서 스포츠가 널리 행해지고 있으며, 이를 통해 장애인선수 저변확대와 잠재선수 확보를 하고 있었다. 둘째, 장애인이 지역스포츠시설을 이용할 수 있는 시스템이 구축되어 있어 장애인체육 입문의 장벽을낮추고 있었다. 셋째, 장애인체육 선수육성체계를 3단계에서 5단계까지 위계화 함으로써 단계별 훈련강도와지원수준을 달리하여 체계적인 선수육성을 하고 있었다. 넷째, 신인선수 발굴 사업에도 국가적 주도에 의해패럴림픽 종목에 재능이 있는 인재를 발굴 하고 있었다. 위와 같은 해외 사례는 향후 우리나라의 장애인체육 입문 및 저변확대, 선수육성체계를 위해 반드시 적용해야 할 부분이라고 할 수 있다.
Abstract
The purpose of this study was to research the developed countries' cases of promotion of disabled athletes. Previous studies had limitation to draw implications because most researches of the promotion of athletes with disabilities have introduced cases. So this study aimed to analyze the promotion of athletes with disabilities in foreign countries' cases with present conditions, promotion systems, support systems, related policies and businesses. And the data were collected from cases of Germany, England and China which are developed countries in disabled sports and powerful nations in Paralympics games. The implications of this study are as follows: first, in order to expand the base and secure the potential athletes, medical insurance should cover the rehabilitation program. Second, through the construction of system to lower the barrier to exercise entry for people with disabilities, disabled people could easily exercise in area sports facilities. Third, all the cases made steps to promote the athletes with 3 to 5 steps so that athletes could experience difference training and support in each steps. Fourth, governments tried to find new players who have talent in Paralympics’ as national business. In conclusion, for the future of disabled sports in Korea, applying foreign countries' cases are required to make easy entry, expand the base and promote the athletes.
