Abstract

(Background and Purpose) Rural areas in South Korea are confronting an acute crisis driven by rapid depopulation and accelerating aging trends. This demographic shift has resulted in a proliferation of deteriorating housing, abandoned school sites, and the decline of town centers. Severe deficiencies in essential infrastructure and poor residential conditions threaten residents' basic quality of life. This study aims to propose sustained policy support and practical improvement measures through digital-based spatial planning and infrastructure enhancement strategies tailored to address rural depopulation and meet aging population needs. (Method) A two-stage sequential survey was conducted with 68 rural development experts and 76 local government officials between October and November 2024. The first stage identified barriers to digital transformation and analyzed the importance and performance of ten digital technologies—including smart care services, rural transportation services, and IoT—with priorities determined through gap analysis. In the second stage, four rural spatial models were proposed and evaluated their necessity using Importance-Performance Analysis (IPA). Integrating both stages, core digital technologies were systematically matched with spatial models to develop actionable policy recommendations. (Results) Research findings revealed distinct perspectives between groups. Experts identified workforce and specialist shortages as the primary barrier, while officials cited budgetary constraints as the primary concern. Among ten technologies, smart care services ranked highest in both importance and performance, emerging as a top priority with the largest gap value of 0.93. IPA analysis positioned smart care services and rural transportation in the first quadrant, requiring continuous maintenance and strategic investment. Technologies such as AI, IoT, and Big Data/Cloud computing were placed in the third quadrant for gradual improvement, while 5G networks and GIS systems were in the fourth quadrant. Among spatial models, Smart Care Centers uniquely appeared in the first quadrant with the largest gap of 0.96, confirming their critical status. Matching analysis between technology and spatial models revealed that Smart Care Centers should integrate artificial intelligence, IoT sensor networks, and mobile platform applications, while Smart Safety Housing, Rural Digital Complex Centers, and Integrated Mobility Hubs require 5G and ultra-high-speed broadband as foundational infrastructure. (Conclusions) The study emphasizes the necessity of establishing collaborative governance encompassing technology experts, public officials, and residents, alongside the phased introduction of technology. Smart care technologies addressing rural aging challenges, along with their supporting spatial environments, should be developed as highest priority. Smart Care Centers should transform existing senior welfare facilities into integrated care spaces equipped with IoT-based health monitoring systems, emergency alert mechanisms, and mobile applications. Resident input regarding digital transformation strategies and spatial utilization is indispensable for ensuring successful implementation and long-term sustainability.
