隋唐时期民间兵器管理问题初探

隋唐时期，国家对民间拥有兵器采取较为严格的管理政策。往往是先对兵器进行分类管理，即允许民间拥有“私兵器”，严禁民间拥有“禁兵器”；接下来，再逐步对民间合法拥有的“私兵器”进行收缴，直至对民间拥有兵器做到全面禁绝。从中可见隋唐时期国家拥有强大的政治控制力，可以将关乎政治稳定和社会秩序的兵器管理政策做到精准的推行。即便唐代中后期国家与社会发生剧烈变革，各地军政当局仍在民间兵器管理上保持着这种政治控制力。
Abstract
During the Sui and Tang Dynasties, the state adopted a stricter management policy on civilian possession of weapons. Weapons are classified and managed firstly, and the “civilian weapons” are allowed to be owned by the people and the “forbidden weapons” are strictly forbidden to be owned by the people; then, the legal ownership of the “civilian weapons” has been gradually forbidden until that the “civilian weapons” are forbidden to be owned by the people in an all-round way. From this we can see that the Sui and Tang Dynasties have a strong political control, which can make the weapons management policy which be related to political stability and social order to achieve accurate implementation. Even the state and society changing dramatically in the middle and late Tang Dynasty, this political control remained in the management of folk weapons by local military and political authorities.
