중국의 해양 군사전략과 대외원조 배분에 대한 연구

The Effect of Chinese Military Strategy on China Aid Allocation

초록

본 연구는 중국의 대외원조 배분과 중국 해상 군사전략 사이의 상관관계에 대해 분석하고있다. 중국은 해양에서 자국의 군사 이익을 도모하기 위해 대외원조를 활용하는가? 본 연구는2000년부터 2014년까지 중국의 대외원조에 대한 분석을 통해 중국이 인도양에서 자국의 안보 이익을 위해 대외원조를 분배하고 있음을 증명하고 있다. 분석의 결과 인도양 국가 중에서중국의 해양군사작전을 위해 필요한 군사목적항구가 위치한 국가들이 중국으로부터 더 많은대외원조를 받았다. 이러한 결과는 중국이 대외원조를 자국의 경제 이익뿐만 아니라 안보 이익을 위한 수단으로 활용한다는 것을 의미한다. 또한 다른 공여국들과 동일하게 수원국의 필요나 호혜적인 목적에 따라 대외원조를 분배하기보다는 자국의 경제 또는 안보 이익에 따라분배한다는 것을 시사한다.

Abstract

This study scrutinizes the relationship between China aid allocation and Chinese naval military strategy in Indian Ocean Region (IOR). Does China use aid for its own economic or security interests? We argue that China also allocates foreign assistance to recipient countries that are important to Chinese security interests in the region. The analyses on the Chinese aid allocation between 2000 and 2014 provide evidence that China provided more foreign assistance to countries with dual-use ports that China can use for economic and military purposes. This finding implies that China, like other Western democratic donors, also gives foreign aid to their self-interests rather than the recipients’ needs.
