Abstract
This study examines shifts in policy justification discourse surrounding the expansion of female executives in South Korea, through a media content analysis. A total of 3,275 articles from national and economic daily newspapers, published between 2000 and 2024, were collected and analyzed using topic modeling, word network analysis, and regression analysis. The results reveal that the discourse was not framed around conflict or controversy, but rather constructed through various forms of justification. The government and media predominantly emphasized structural discrimination and gender equality, whereas corporations tended to justify female appointments through meritocratic reasoning. Particularly after 2018, following the introduction of gender diversity quotas for corporate boards, the discourse of “diversity” was reinforced but remained loosely connected to the structural issues of workplace discrimination. These findings align with feminist critiques of “business feminism” and underscore the need to strengthen justice-based rationales for policies aimed at expanding women's representation in leadership roles.
