본 연구는 국방예산의 신속 집행이 재정 운용의 효율성, 특히 예산의 이월액과 불용액에 미치는 영향을 회귀분석을 통해 실증적으로 분석하였다. 연구 결과, 재정 신속 집행률이 불용률 및 이월률에 유의미한 영향을 미치는 것으로 나타났으며, 이러한 결과는 신속집행이 불용액 및 이월액의 감소에 기여할 수 있음을 시사한다. 본 연구는 재정 신속 집행이 재정 운용의 효율성을 높이는 도구로서 유효할 수 있음을 확인했으며, 이를 통해 국방부와 같은 중앙정부 부처에서 예산 운용의 효율성을 제고할 수 있는 정책적 시사점을 제시한다. 향후 연구에서는 다양한 부처와 프로그램을 대상으로 한 보다 포괄적인 연구가 계속되길 기대한다.
Abstract
This study empirically examines the effect of early defense budget execution on the efficiency of budget implementation, with a particular emphasis on budget carryover and unused budget, through the application of regression analysis. The findings indicate that the rate of early budget execution has a statistically significant impact on both unused and carryover rates, suggesting that early budget execution can effectively reduce the amounts of unused and carried-over budget. This research substantiates the role of early budget execution as a viable mechanism for enhancing budget execution efficiency, thereby offering policy-relevant insights for central government departments, such as the Ministry of Defense, to optimize budget management practices. Future research is encouraged to undertake more comprehensive analyses encompassing various government ministries and programs to further validate and extend these findings.
