본 글에서는 한국에서 사회적 기업과 관련된 다양한 논의들을 쟁점 사항별로 그 현황을 살펴보고 간략한 전망을 제시하였다. 사회적 기업의 정체성과 관련해서 사회적 기업의 지배구조, 중요한 특성으로서 취약계층 지원의 쟁점을 살펴보았다. 사회적 기업을 구성하는 다양한 참가자들의 이해관계를 반영할 수 있는 혼합조직으로서의 정체성에 부합하는 새로운 지배구조 모형을 만들어내야 하는 중요한 과제를 확인하였다. 취약계층지원과 관련해서는 취약계층에게 일자리를 제공하는 경우 임금수준을 비롯한 여러 가지 근로조건이 적절한 수준에서 보장될 수 있어야 한다는 점과 취약계층에게 제공되는 사회서비스의 가격과 품질이 역시 적절 수준에서 담보되어야 한다는 점을 확인하였다. 사회적 기업과 시민사회와 관련해서는 사회적 기업 지원기관과 지역사회 차원의 지원활동을 살펴보았다. 시민사회 영역의 장점인 활동의 자율성, 도전적 실험정신 등이 사회적 기업활동에 반영되기 위해서는 시민사회진영의 독자적 재원 마련이 필요함을 확인하였다. 사회적 기업에 대한 정부지원으로는 사회적기업육성법의 지원 내용을 다루었다. 관련된 과제로는 사회적 기업 용어 독점 철폐, 인건비 지원방식 변화 그리고 정부지원서비스 위탁경영 활용 과제를 도출하였다. 사회적 기업에 대한 기업참여 부문에서는 기업 참여 현황과 기업 간 공동사업 등 지원 확대 방안 그리고 기업 지원의 한계 등을 살펴보았다. 마지막으로 사회적 기업 운영상 쟁점으로 ‘업종’ 문제, 사회자본 활용 과제, 인사관리와 근로조건 보장 그리고 사회적 기업 평가와 인력양성 부문의 쟁점과 과제를 다루었다.
Abstract
This paper explores and discusses many issues concerning social enterprise. Social economy, and in particular social enterprise, may be mentioned as a new vision beyond the market and state failure of global capitalism. In Korea, from the self‐sufficiency projects in 2000 to the social enterprise promotion programs in 2007, social enterprises might be regarded as an alternative economic system. In Europe, civil society may continue to be the main force behind social enterprise. However, state sectors are the impetus behind social enterprise in Korea. In the discussion about social enterprise that might support the socially disadvantage, the identity, the governance and the successful management of such social enterprise are mentioned. In regard to the interaction between social enterprise and civil society, social enterprise supporting agencies are considered. In the discussion of government support, the Social Enterprise Promotion Act and the administration of government‐sponsored service agencies are mentioned. Furthermore, this paper discusses the types of industry, quality protection, income maintenance, personnel management, social impact assessment, and social entrepreneurs training as they relate to social enterprise management.
