축제의 ‘문화가치’와 ‘경제효과’의 갈등과조화에 대한 일고

본 연구는 최근 빠른 속도로 축제의 수가 증가되고 있음에도 불구하고 축제의 본질과 근원적 가치에 대한 동의가 이루어지지 않은 채 경제적 목적을 달성하기 위한 수단으로 사용되면서 축제의 본질적 가치가 평가절하되고 있는 것에 대한 문제제기로부터 시작되었다. 특히 지역축제의 성공여부는 축제의 고유한 콘텐츠 특성에 대한 정확한 이해와 분명한 목표설정 그리고 그에 따른 효율적인 전략 구성이라는 점을 강조하고자 하였다. 축제의 문화가치를 토대로 한 공동체 의식에 기반 하지 않은 축제는 정치적 논리나 경제적 이해관계 속에서 생명력을 잃고 화석화된 천박한 일회성 이벤트로 전락하기 쉽다. 이것은 결국 지역의 공동체 의식이나 정체성 회복이라는 고유한 가치와는 별개의 저급한 수준의 문화상품 생산과정에 지역주민이 동조하게 되는 최악의 사태를 초래할 수도 있기 때문이다. 지역의 고유한 자원의 성격 또한 다양하여 각각의 개별적인 특성에 대한 섬세한 분석이 선결되어야 함에도 불구하고 이러한 과정에 대한 명확한 검토가 생략되고 단지 가시적인 최종결과물만 성급하게 얻어내려고 함으로써 시행착오를 반복하게 되고 축제의 개최가 오히려 지역주민들의 화합을 저해하는 갈등의 원인이 될 수도 있다. 축제의 문화가치와 이에 근거한 지역의 문화정체성 확립의 중요성을 인지한 이후에 축제의 경제효과가 강조되어야만 축제의 본원적 특성을 잃지 않게 되고 축제는 지속적으로 발전할 수 있게 될 것이기 때문이다. 이러한 문제를 지적하기 위해 본 연구에서는 무안백련축제의 사례를 중심으로 축제 콘텐츠 특성의 체계적 분석의 중요성을 강조하였다.
Abstract
This paper takes notices of the conflict between cultural value and economic effect in the local festivals that have increased rapidly in recent years quantitatively. But many festivals did not yet solve the problems with regard to the voluntary participation of the local inhabitants, the observance of intrinsic and cultural nature of festivals, the preservation of the local characteristics and value. Especially, because of the preference for the economic and touristic effect of local festival, in many communities, the importance of local cultural identity and communal consciousness are disregarded frequently and treated as secondary. To celebrate successfully the local festivals, we have to understand exactly the festival contents (traditional heritages, religions, arts, cultural characters etc.), and to devise the strategically well constructed plan to obtain the optimal result. To explain this point, the example of “Mouan White Lotus Festival” is analyzed, that is in the process of changing from the local eco－cultural festival to the national industrial festival. In the institutional dimension, the categorizing method of local festivals has to be diversified for the reasonable evaluation. And governmental (national and regional) support must comprise the binal system：direct financial support (celebration, events) and indirect support for festival infra－structure (re－socialization des inhabitants, club－activities motivation, etc).
