Abstract
This paper aims to define the concept of oral communication skills and the components constituting such skills; and to suggest the optimal contents and methods of educating oral communication skills by illustrating the status quo and the problems in teaching them. This paper suggests to define the oral communication skills as “the skills relating to listening as a receptive component and speaking as a productive component of spoken language based on communicative competence, and effective methods and/or processes of nonverbal language accompanying such listening and speaking skills”. Oral communication skills have been taught in the elementary, secondary, college-level education as well as in adult continuing education programs. It is argued here that it is imperative that the education comprehensively relate to grammatical competence, socio-linguistic competence, discourse competence and stategic competence, and that effective education calls for development and dissemination of efficient programs, thorough revision of the standardized educational model of oral communication skills, publication of oral communication guidelines, and establishment counseling centers to enhance oral communication skills.
