이명박 정부는 경제 상황 악화에도 불구하고 개발규제 완화, 부동산 경기 활성화 정책을 부추기며 도시재개발에 힘을 불어넣었다. 프로젝트 파이낸싱(PF)으로 금융 기관이 개발 프로젝트에 직접 참여, 투자하고 이를 증권상품으로 내다파는 제도가 결합되었다. 중대형 아파트와 고급 상가를 중심으로 개발을 강행하는 건설사와 금 융투기 세력의 합작으로 가난한 원주민을 얼마나 빨리 몰아내고 깨끗한 공사판을 만드느냐에 방점이 찍힐 수밖에 없다. 여기에 2008년 촛불항쟁의 트라우마와 경제 상황 악화의 변주로서 정권의 변태 적 억압행위인 ‘공포정치’가 결합되었다. 이명박 정부는 지속적으로 법과 질서를 내세우면서 법위에 군림하고, 선진화를 말하면서 군사독재정권의 통치스타일을 반 복했다. 용산살인진압은 바로 이런 배경 아래에서 자행되었다.
Abstract
Lee Myung-bak government pushed the policies of sustaining the skyrocketing prices of land and apartments, especially the deregulation of urban redevelopment, despite the deepening conomic crisis. Major financial institutions also participated in this process with so-called project financing(PF) and issuing various derivative securities. The greedy triangle of government, construction companies and the speculative investors/financial institutions attempted to build the luxurious mansions and business centers after forcing out the existing poor residents and tenants in Yongsan area in Seoul. They tenaciously resisted the triangle’ attempts of enclosures. Then, Lee Myung-bak government applied the forcible demolition measures, in a word, fear-politics, to the people’ resistances, during which five innocent people were killed by the police. Korean progressives promptly intervened in the Yongsan people’ demonstration against the government’ horrendous measures. But, it is true that the demonstration has not reached the level of the candlelight movement of 2008.
