발달재활서비스에 대한 이용자와 서비스 제공자의 인식 차이

본 연구는 발달재활서비스는 빠르게 양적으로 성장하였으나, 급격한 성장으로 인해 서비스 및 전문성의 질 관리와 관련된 문제가 제기되고 있다. 본 연구에서는 이런 문제의식을 바탕으로 서비스 충실도, 서비스 효과, 제공인력 전문성에 초점을 맞추어 제공자와 이용자의 인식을 함께 살펴보았다. 이를 위해 이용자 보호자 962명과 기관 담당자 100명을 대상으로 설문을 실시하였고, SPSS 22를 사용하여 인식차이를 분석하였으며 통계 결과를 보충하기 위해 해당 내용에 대한 주관식 문항 결과를 분석하였다. 결과는 다음과 같다. 첫째, 서비스 이용자 및 기관운영자 대상의 공통 문항을 구성하여 바우처 서비스 충실도에 대한 인식을 보다 객관적으로 비교 분석하였으며, 대부분의 영역에서 기관운영자의 평가 결과가 높은 것을 확인하였다. 둘째, 본 연구는 서비스 충실도에서 양 주체 간의 인식 차이가 드러났으며, 특히 서비스 필수 정보의 제공 및 서비스 과정상의 관리에 관한 인식 차이가 뚜렷하게 나타났다. 셋째, 서비스 효과는 전반적으로 기관운영자가 보호자에 비해 높게 인식하는 것으로 나타났다. 넷째, 서비스 제공인력 전문성에 대한 기관 담당자와 서비스 이용자의 인식을 확인하였으며, 대체적으로 이 영역의 인식 차이는 다른 영역에 비해 크지 않게 제시되었다. 이러한 결과를 바탕으로 연구에서는 발달재활서비스의 나아갈 방향을 논의하였다.
Abstract
Developmental rehabilitation services grew rapidly. Due to the rapid growth, problems related to quality and expertise management have been raised. Based on this problem, this study examined the perceptions of suppliers and users simultaneously, focusing on service fidelity, service effectiveness, and expertise. To this end, surveys were conducted with 962 user guardians and 100 institutional managers, differences in perceptions were analyzed using SPSS 22, and the results of subjective questions were analyzed to supplement the statistical results. The results were as follows. First, it was confirmed that the evaluation results of institutional operators were high in most areas. Second, the differences in perceptions on service fidelity were revealed, and in particular, the differences in perception on the providing service essential information and management in the service process were clearly shown. Third, it was found that the service effect was generally perceived higher by institutional managers than the guardians. Fourth, the perceptions of institutional operators and service users on the expertise of service providers were compared, and generally, the difference in the expertise was not significant compared to other areas. Based on these results, the study discussed the direction of developmental rehabilitation services.
