이 논문은 일본의 1945년을 결정적인 순간으로 포착하면서도 메이지(明治), 다이쇼(大正), 쇼와(昭和), 그리고 헤이세이(平成)의 종식과 레이와(令和) 시대를 염두에 두고, 천황의 존재가 어떻게 일본 국민과 사회에 침투되었으며, ‘통합적 상징’으로서 정착되었는지에 관심을 기울인다. 이를 위해 본고에서는 특히 권위에 주목함으로써 천황과 일본 국민의 관계성을 고찰한다. 많은 정치적 개념들과 연계되는 권위의 개념은 추상적이며 광범위하다. 정당성, 도덕관념, 법, 자발적 복종, 때로는 감정조차 권위와 직결한다. 권력과 달리 권위는 권위자로 지목되는 대상의 문제뿐만 아니라, 권위의 수용자들이 자발적으로 인정하는 점을 관건으로 한다. 타자를 복종하게 만드는 권리, 전문적 지식이나 기술력에 따른 권위, 사회에 존재하는 일반적 직책에 수반되는 권위 등이 있다. 그러나 상징 천황은 천황이라는 전통, 헌법을 통한 법적 제도, 인간적 교의를 구비한 ‘당연한 실존(natural existence)’으로서 존재하고 있다. 그리고 이를 인정하는 자들과 천황의 관계 역시 권위의 문제로 포착할 수 있다. 헤이세이-레이와 이행기에 있어서 천황과 일본 국민 사이에 천황을 둘러싼 권위가 침투되었다는 것은 부정하기 어렵다.
Abstract
While capturing 1945 in Japan as a crucial moment, this paper pays attention to how the existence of the Japanese emperor permeated into the Japanese people and society and was established as an ‘integrative symbolism’ keeping in mind the end of the Meiji, Taisho, Showa, and Heisei periods and the Reiwa period. To that end, this paper examines the relationship between the Emperor and the Japanese people by paying particular attention to authority. The concept of authority, which is linked to many political concepts, is abstract and broad. Legitimacy, moral notions, laws, voluntary obedience, and sometimes even emotions are directly connected to authority. Unlike power, the key to authority is not only the issue of the object pointed out as authority, but also the fact that the acceptors of the authority voluntarily recognize it. Although there are other kinds of authority such as the authority coming from the rights that make others obey, expertise, or technological prowess, and the authority that accompanies general positions existing in society, the emperor, who is on a different level form the foregoing, exists as a ‘natural existence’ equipped with traditional, legal, and doctrinaire authority. It is difficult to deny that currently, the authority surrounding the emperor have permeated into the relationship between the emperor and the Japanese people.
