자치경찰제도의 정착과 발전방향에 대한 연구: 자치경찰제도의 도입 전(前)과 후(後)의 체감안전도 평가를 중심으로

경찰조직은 1945년 10월 21일에 국립경찰이 창설된 이후부터 오랫동안 중앙집권체제의 단일구조를유지해 왔다. 이후 수많은 논의와 시도를 거쳐 2021년 7월 1일부터 자치경찰제를 도입하여 전국 시행하였다. 일각에서는 ‘무늬만 자치경찰’이라는 비판도 존재하지만, 한국형 자치경찰 제도의 도입 배경에는 대한민국의 역사와 문화적 배경, 정치와 사회･경제적 상황이 고려되어 도입되었다. 그러나 자치경찰제도의 도입으로 주민의 안전은 얼마나 나아졌는지와 같은 평가는 현재 미비한 상황이다. 어떠한 제도나 정책집행 과장에서 등장하는 여러 가지 문제점을 해결 및 보완･개선하고 공공의 업무에 대한 책임성을 확보하기 위해서는 평가와 그 측정지표가 필요하다. 본 연구는 기존의 이론적으로 치우친 선행연구의 한계를 벗어나, 각 시･도경찰청의 체감안전도 실제지표와 실무담당 공무원을 대상으로 자치경찰의 도입으로 인한 변화와 평가의 필요성, 다양한 정책적 제언을 도출하는 등 실증적 연구를 하였다는 것에 큰 차별성이 있다. 각 시･도경찰청의 실제 주민의 체감안전도 평가값으로 대응표본 t검정을 하고, 실무공무원을 대상으로 인터뷰 조사를 병행하여 자치경찰위원회와 다양한 협력 증진을 위한 정책적 시사점을 모색하였다. 앞으로 주민의 지지를 얻고 정책 방향을 설정하기 위해서는 자치경찰에 대한 과학적이고 객관적인 평가 시스템 도입에 대한 활발한 논의와 연구가 필요하다. 주민의 의견이 반영된 평가를 통해 국가경찰과자치경찰위원회의 상호 소통과 협력이 증진되어 한국형 자치경찰이 올바르게 정착되고 발전될 수 있기를기대한다.
Abstract
Since the creation of the national police on October 21, 1945, police organizations have long maintained a single structure of a centralized system. Since then, after numerous discussions and attempts, the autonomous police system has been introduced and implemented nationwide from July 1, 2021. Some criticize it as a 'pattern-only autonomous police', but the background of the introduction of the Korean-style autonomous police system was introduced in consideration of the history, cultural background, and political and socio-economic situation of the Republic of Korea. This study is very differentiated in that it conducted empirical research, such as changes caused by the introduction of autonomous police, the necessity of evaluation, and various policy suggestions, beyond the limitations of existing theoretical preceding studies. A response sample t-test was conducted with the evaluation values of the perceived safety of each metropolitan and provincial police office, and policy implications for promoting various cooperation with the autonomous police committee were sought through interview surveys of working-level public officials. Active discussion and research on the introduction of a scientific and objective evaluation system for autonomous police are needed in the future. It is hoped that mutual communication and cooperation between the national police and the autonomous police committee will be enhanced through the evaluation of residents so that the Korean-style autonomous police can be properly established and developed.
