이 연구의 목적은 자치경찰의 민간자원 활용 과정에 효율성과 공공성 간의 균형을 이루는 방안을 모색하는 것이다. 연구방법으로 몰리나리(효율성)와 샌델(공공성)의 분석 틀을 적용하여 4대 민간자원 활용모델(정보공유, 계약, PPP, 자원봉사)별로 8개 사례를 분석했다. 분석 결과, 성공 요인은 지역 맞춤 대응, 자원 연계, 시민 참여 증진, 공적 책임 및 재원 확보였다. 반면, 관리 감독 부재, 과도한 의존, 불평등･차별 조장, 기술 오용 등은 실패 요인이었다. 시사점은 자치경찰이 민간자원 활용에 있어 몰리나리의 효율성 추구와 샌델의 공공성 간 균형 확보 노력이 필요함을 확인한 것이다.
Abstract
Amidst the increasing global use of private resources by autonomous police, this study explores effective and accountable utilization methods, balancing efficiency gains against potential public value erosion. Applying Molinari's (efficiency) and Sandel's (public value) frameworks, it analyzes eight international and domestic cases across four models: information sharing, contracting, PPP, and volunteering. Successful utilization hinges on tailored local responses, effective resource linkage, citizen participation, clear public accountability, and stable funding. Failures often stem from inadequate supervision, over-reliance, increased inequality/ discrimination, and technology misuse. The analysis highlights the critical need to balance Molinari's efficiency focus with Sandel's public values (fairness, equity, civic virtue, accountability).
