동원모형에 따른 문화정책의제설정과정의 영향 요인에 관한 연구: 아시아문화전당사례를 중심으로

본 논문은 정책의제설정의 동원형에 따른 아시아문화전당의 광주건립 정책의제 설정과정을 분석하였다. 분석결과 의제설정 초기단계에서는 각 주체간의 유기적인 협력의 부재로 사업추진 초기부터 원활한 의사소통이 이루어지지 못하였고, 또한 지역시민사회의 참여부족으로 인하여 시민소통의 부재 문제가 발생하였다. 특히 문화관광부 조성추진단의 폐쇄성과 일방적 정책추진으로 지역사회의 이슈화가 되지 못하여 역량이 결집되지 못하여 전체적인 문화중심도시 추진상황이 시민사회와 공유되지 않아 시민사회의 문화중심도시 추진에 대한 이해와 참여도가 크게 떨어지는 결과를 초래하게 되었다. 정책의제형성 과정에서의 미 정립에 따른 의사소통의 부재는 아시아문화전당 사업의 추진에 있어 ‘공중의제화’의 과정의 어려움을 초래하게 되었다. 또한 이 과정에서 조성위원회, 추진기획단, 광주시, 시민단체 등의 커뮤니케이션의 부재로 인한 불신이 작용하였다. 그러나 정부주도 정책의제의 공중의제화 과정의 어려움은 정책의제에 대한 반대집단의 부재, 대통령의 특별한 관심, 언론의 홍보 등으로 인하여 상당히 극복되었다. 공중의제화 과정에서 지역 시민단체들의 역할 또한 상당히 큰 것으로 나타났다.
Abstract
This paper analyzes the policy agenda-setting process at the Guangzhou Asian Cultural Complex through the mobilization model of setting the policy agenda. Analysis in the early stages of setting the agenda with a lack of cooperation concerning principal organic business promotion from the beginning showed that communication was not good and also that there was a lack of communication in local civil society due to weak citizen participation. In particular, the Ministry of Culture and Tourism unilaterally closed policy by not promoting community issues and did not mobilize full capacity. The result was significantly less promotion of civil society and citizen understanding and participation overall by the urban cultural center. This lack of communication in the policy formation process of the promotion of the Asian cultural project may have caused difficulties in the process of setting the public agenda. In addition, in the absence of communication among the commission in charge, the executive agency, the City of Guangzhou, and its citizens and civil society generally, in the process of putting together the project, mistrust took hold. However, the difficulty in the policy process of setting the public agenda was overcome through a government-led policy agenda, lack of significant opposition, the special attention of the president, and media attention. The role of local civil society was also quite large in setting the public agenda.
