Abstract

To design network-based regional policies for a megaregion, it is vital to assess local industrial competitiveness from a network perspective. This study analyzes regional industrial competitiveness using a spatial shift-share model based on inter-regional travel networks. Results show that areas influenced by dominant commuting flows tend to experience significant employment changes in producer services. A quadrant analysis of industrial structure and regional share effects indicates that cities exposed to multiple dominant flows tend to have advantages in either industrial structure or competitiveness. Furthermore, a cluster analysis based on spatial shift-share factors categorizes all cities into four types. Among them, Sejong, Pohang, Gwangju, and Gwangyang demonstrate superior industrial structures and competitiveness within their regions, while regions such as Busan and Daejeon have experienced employment growth driven by the industrial structures of both their own and linked regions. The spatial distribution and characteristics of each cluster type suggest that even regions classified under the same cluster may require differentiated network strategies.
