인터넷과 디지털 기술의 급속한 발전으로 인해 소셜미디어는 공공 정보의 전달과 기록의 중요한 플랫폼이 되었고, 역사적 가치를 가진 방대한 디지털 기록이 생성되었다. 하지만 데이터 규모의 방대함, 복잡한 개인정보 보호 및 법적 문제, 그리고 통일된 기술 표준의 부재 등으로 인해 소셜미디어 기록의 장기보존은 많은 어려움에 직면하고 있다. 본 연구의 주요 목적은 국내외 소셜미디어 기록의 보존 현황을 검토하고, 제도와 프로세스의 차이를 분석하며, 정부의 현실적 여건에 부합하는 보존 전략을 제시하는 것이다. 본 연구는 문헌 분석과 사례 비교 방법을 활용하여 미국·영국·한국·중국의 소셜미디어 장기보존 제도와 프로세스를 종합적으로 분석한다. 분석 결과를 바탕으로 소셜미디어 장기보존에 대한 시사점을 도출하고 개선 방안을 제시한다. 이를 통해 보존의 효율성과 신뢰성을 높일 수 있는 소셜미디어 기록물의 장기보존 체계를 구축하는 것을 목표로 한다.
Abstract
With the rapid development of the Internet and digital technologies, social media has become an essential platform for disseminating public information and generating digital records of significant historical value. However, the long-term preservation of social media records faces considerable challenges due to the massive scale of data, complex legal issues involving privacy protection, and the absence of unified technical standards. The primary purpose of this study is to examine the current status of social media record preservation in major countries, analyze institutional and procedural gaps, and propose preservation strategies appropriate to governmental contexts. Using literature analysis and comparative case studies, this research conducts a comprehensive examination of institutional frameworks and preservation processes in four countries-the United States, the United Kingdom, South Korea, and China. Based on this analysis, the study derives key implications for social media long-term preservation and presents recommendations for improvement. Ultimately, the study aims to contribute to the establishment of an effective and reliable long-term preservation system for social media records.
