북한의 3차 핵실험과 안보리 제재 결의에 따른 북한의 추가도발 가능성으로 한반도에는 새로이 긴장이 고조되고 있다. 뿐만 아니라 오늘날 지구상에서 가장 역동적인 아시아의 안보지형은 협력적 요소와 갈등적 요소의 공존 속에 불확실성과 유동성이 과거 그 어느 때보다도 커지는 상황이다. 글로벌 차원에서도 초국가적 문제와 비전통적 안보위협의 증대는 지구촌 모든 국가들이 당면한 위협이다. 이러한 상황에 직면해 박근혜 정부는 외교안보에 있어서 ‘행복한 통일시대의 기반구축’이라는 과제를 설정했다. 한반도 평화 확보를 위해 당면한 과제로는 첫째, 미국과의 전략동맹 관계를 통한 협력으로서 미국의 아태 재균형 정책 조율, 그리고 전작권 전환 이후 새로운 협력관계를 구상하는 것이 시급하다. 둘째, 북핵문제 해결을 위해 강력한 대북 억지력을 유지하는 한편 국제사회의 공조를 이끌어내야 한다. 셋째, 중국의 역할 증대를 모색해야 한다. 넷째, 미래지향적 외교전략을 수립하기 위해 복합외교와 통합외교를 비전으로 채택하고 중견국 외교를 적극 펼쳐야 한다.
Abstract
A new wave of tensions are rising on the Korean Peninsula since North Korea's third nuclear test. In Northeast Asia, despite dynamic economic and socio-cultural cooperation, another tide of uncertainty and fluidity dominates the security environment of the region. On the global level, emerging transnational threats and non-traditional security issues threaten every nations in the world. Facing such challenges, Park Geun-hye government set the goal of building foundation for happy national unification. To secure peace and stability on the Korean Peninsula, Park government should focus on four tasks in the coming years. First, it is important to strengthen Korea-US security cooperation to cope with incoming uncertainties, such as North Korean threats and policy coordination over US strategic rebalancing policies. Second, to make a real progress in North Korea's nuclear problem, it is important to maintain a strong deterrence posture vis-a-vis the North as well as to solicit cooperation from international community. Third, it is increasingly critical to secure further cooperation of rising China. Fourth, South Korea must adopt middle power diplomacy as its diplomatic stance which is based on the vision of 'complex diplomacy' and 'integrative diplomacy.'
