동북아 지역은 그 어느 때보다 유동성과 불확실성이 높은 상황에 처해 있다. 미국과 중국은 경제적 협력을 지속하겠지만 중국의 도전은 지속될 것이며, 일중간의 영유권 분쟁도 심화될 것이다. 일본의 보수우경화 현상은 더욱 심화될 것이다. 러시아도 실추된 국제적 위상을 제고하기 위해 동북아에 대한 관심을 고조시킬 것이다. 북한은 핵무기와 장거리미사일 능력을 확보하여 미국과의 관계개선을 시도하는 한편, 대남 협박을 지속할 것이다. 이러한 안보환경하에서 한국의대외정책은 한미동맹을 강화하고 중국과의 경제협력을 확대하는 연미화중 정책을 추구해야 하며, 대북정책에 있어서는 남북간 신뢰를 구축하고 장기적으로 북한을 변화시킬 수 있는 정책을 추진하고, 국방정책에 있어서는 전작권 전환에대비하는 동시에 북한의 도발을 억제할 수 있는 능력을 확보하는 데 중점을 두어야 한다.
Abstract
Current security environment of Northeast Asia can be characterized by flexibility and uncertainty. The U.S. and China will continue to pursue economic cooperation on one hand, China will continue to challenge the U.S. domination in the region on the other. The competition between Japan and China will continue for a time being. Nationalism in Japan will continue to grow. Russia also increases its interests in the region to enhance its already tarnished reputation. North Korea will try to improve its relations with the U.S. with the nuclear and the long-range missile programs, and continue to threat South Korea. Under these circumstances, South Korea must consolidate the ROK-U.S. alliance on one hand, and expand economic cooperation with China. South Korea must make its utmost effort to increase mutual confidence between the North and to change the North Korean fundamental political system. It also must secure sufficient capability to deter the North Korean aggression.
