Abstract

This study investigates the short-term effects of the designation and announcement of the 3rd New Town Policy prior to project completion on the commercial structure and self-employed ecosystem of adjacent urban areas. While housing supply expansion in the Seoul metropolitan area aimed to alleviate housing shortages, it also generated negative externalities such as weakening neighboring commercial functions, raising concerns about commercial hollowing-out and spatial polarization. The analysis focused on Namyangju Wangsuk, Hanam Gyosan, and Incheon Gyeyang, comparing adjacent and comparable non-adjacent areas using a difference-in-differences (DID) model and K-means cluster analysis. The results indicated that only the approval rate of commercial building permits increased significantly in adjacent areas, whereas the cluster analysis identified four types of commercial districts, showing differentiated responses depending on their proximity to new towns. However, as this research is limited to the early signaling effects and a short-term perspective, further studies are required to capture mid- to long-term effects and account for potential external factors.
