Abstract

The Nepalese government has established and implemented eco-friendly vehicle and transportation policies as part of its air pollution measures due to the increase in vehicles. In particular, the Commission intended to establish the 'Environmental Vehicle and Transportation Policy' in 2014. And Nepal's national three-year plan to provide national support for eco-friendly policies and implement eco-friendly transportation, including EVs. Despite the Nepalese government's efforts, legislation in EV is the lack of infrastructure. In this study, the factors to be considered in Nepal's legislation were reviewed through the analysis of the Korean laws. In addition, the Government's role for the dissemination of EV under the Sustainable Transportation Logistics Development Act was reviewed. Registration taxes, value-added taxes, auto taxes, public charger installation and purchase promotion in European country should also be referred to in Nepal's legislation. The Act on Promotion of Development and Distribution of Environmentally Friendly Motor Vehicles in Korea provides the standards for technology development and installation of charging facilities, but the problems related to subsidies can be found in the relevant matters. It is necessary to enact a single law that integrates EV. In conclusion, Nepal needs legal grounds to keep the tax benefits of electric vehicles stable, and private companies' participation in the EV market. Nepal has significant demand for EV, but corporate investment is lukewarm due to the unstable power supply and unstable political system. A decree should be prepared to foster companies that fulfill their social responsibilities in Nepal. It is also worth looking forward to legislation that implements corporate social responsibility for the environment. Furthermore, Areas like the city of Pokhara can also consider financing a special support law that seeks to revitalize multinational companies.
