Abstract
Section 8 Housing Choice Voucher Program has evaluated to be more both effective and cost-efficient than any other low-income families housing subsidies of HUD in U.S. This study is aimed to acquire the available knowledge of a housing voucher in Korea through 1,096 cases of Columbia city Missouri state. Section 8 program has proven to save more money and time than to build and maintain the Public Housing. Section 8 families can choose their houses and neighborhoods and be helped the rental assistance of a difference between 30 percent of their incomes and the housing contract rent. Section 8 families of Columbia city has showed to receive high rates of the rental assistance, 75 percent of them has assisted over 50 percent of the total rent. One of Section 8 program's goals is to live low-income families separately, but it is showed a little effect to live 40 percent of them at same area in Columbia city. And to retain about over 2 years their vouchers averagely seems not to be sufficient to improve low-income families's housing quality. To activate housing vouchers for low-income families in Korea is needed the fair market rent, the system to inform the applicant's financial situation completely to Housing Agent, the standardization of housing quality etc.
