Abstract

This article examines the debate over the Gamsa-Guimje(監司久任制, tenure extension of provincial governors) during the reign of King Jungjong and explores how the court envisioned local governance through the institution of the provincial governor(gamsa). In the early years of Jungjong’s reign, discussions on the authority and status of the governor unfolded vigorously, alongside parallel controversies over the dispatch of Eosa(Royal Inspector) and Kyongchagwan. Within the court, opinions diverged on whether it was appropriate to send additional officials to supervise magistrates and address local affairs, or whether such responsibilities should be entrusted solely to the governor. Some argued that dispatching inspectors would appear to undermine confidence in the governor’s authority. Against this backdrop, the guimje controversy emerged. The debate was not confined to the technical question of extending tenure;rather, it reflected competing conceptions of the governor’s role in provincial governance. Opponents of the guimje emphasized adherence to ancestral precedents(jojong seongheon) and raised concerns about increased fiscal burdens. They valued the governor’s sunryeok(巡歷, inspection tours) and warned that if the governor were to remain in place for an extended period(Yuyeong), opportunities for direct political interaction between the governor and the people would diminish. In contrast, reformist literati such as Cho Kwang-jo(趙光祖) and the Gimyo sarim(己卯士林) criticized the limitations of existing gubernatorial practices and, citing the case of Kim An-guk, the governor of Gyeongsang, envisioned tenure extension as a prerequisite for implementing moral transformation and institutional reform. The guimje controversy thus highlighted a fundamental tension:whether to conceive the governor as a short-term inspector of local officials or as a long-term architect of provincial order. Ultimately, the debates of this period reveal the intensity with which the court grappled with the role and function of the governor in sixteenth-century Chosŏn.
