정부는 보다 나은 도시철도 서비스를 제공해 주기 위하여, 2006년부터 매 2년마다 도시철도 서비스 평가를 실시하고 있다. 하지만, 평가항목과 기준은 이용자 관점의 서비스 평가가 아닌 공급자 위주의 획일화된 평가방법이 사용되고 있다. 이에 본 논문에서는 현 도시철도 서비스 평가체계의 한계를 평가항목의 중요도 및 적정성, 평가항목의 변별력, 평가지표 및 산정방식 적정성으로 나누어 제시하였다. 이러한 한계를 개선하기 위하여, 도시철도 서비스 평가영역을 열차와 역사로 구분하고, 평가의 변별력을 갖추면서 이용자들의 불만족한 서비스가 평가될 수 있는 평가항목을 제시하였다. 결과적으로, 도시철도 평가체계는 공급성, 신뢰성, 편리성, 안전성, 고객만족으로 구분하였다. 평가항목으로 혼잡도, 기대초과통행시간, 열차지연시간율, 차량 및 시설 현장점검, 외부출입구 접근도, 역사 및 열차 사상자수, 안전사고 건수, 안전시설고장률, 고객만족도 등이 제안되었다.
Abstract
This paper proposes urban railway service evaluation from user’s perspective. Limitations of current evaluation are examined in appropriateness of evaluation items, distinction of evaluation items, and appropriateness of scoring method. The difference of the proposed urban railway service evaluation is the division of service area such as train and station and development of valuable evaluation item. Evaluation items contained in the proposed method are congestion, excess expected travel time, train delay duration rate, field inspection of train and facility, accessibility of exterior entrances in station, casualties in station and train, number of safety accident, failure rate of safety facility, and level of customer satisfaction.
