Abstract
This study examines the Rohingya cases in Myanmar and Bangladesh to identify the protection failures that arise when the Responsibility to Protect (R2P) and the international refugee protection regime operate in a fragmented manner. Using a process-tracing approach, it analyzes how protection failures unfolded sequentially across R2P and refugee protection regimes. In Myanmar, R2P failed at every stage— early warning, prevention, and collective action— resulting in the mass forced displacement of the Rohingya in 2017. Once across the border, protection in Bangladesh shifted to a survival-oriented humanitarian management system in which rights-based protection could not be realized. The disconnection between R2P and refugee protection thus produced a structural continuum from atrocity, forced displacement, and ultimately protracted refugeehood. These findings underscore the need to move beyond post-hoc humanitarian relief and to reconceptualize the R2P–refugee protection nexus through a connected protection approach that links atrocity prevention with the post-displacement conditions of survival.
