Abstract
This study examines the case of the Seomjin River flooding in Gurye in August 2020. Through reviewing the entire process of disaster recovery and legal compensation, the study seeks to answer how Korean society responds to the suffering and losses of the victims, why the responsibility for disaster recovery has become solely individualized, and how this disaster is socially and historically constructed. Using discourse analysis and in-depth interviews, the study focuses on the case of the excluded residents in flood control zones such as K and Y villages. The government's compensation rate for damages was finally determined to be 48% of the estimated amounts through the Environmental Dispute Resolution Committee's mediation process. However, residents in the flood control zones were excluded from this public compensation. I argue that this case symbolically shows how the disaster is being normalized as an individual responsibility. The study particularly examines the procedures of governmentality, the changing relationships within those procedures, and the perspective of ‘apparatuses of security’. Firstly, residents in flood control zones are isolated from the rest of the community and fragmented through conflicts and compensation acceptance. During this process, the victims and their place become socially invisible, and the disaster is left to each individual's responsibility. Secondly, the designation and expansion of flood control zones, the operation policy of the dam, and the redevelopment project of the Seomjin River Dam can be discussed as apparatuses of security(Foucault) to ensure the security of the population. However, when these devices are implemented, the safety of the rural area surrounding the Seomjin River is paradoxically threatened. Thirdly, I argue that the 2020 disaster was not a coincidence but a result of the continuous spatial restructuring of the Seomjin River and its riverside – the rural region - for urbanization and industrialization since the completion of the Seomjin River Dam in 1963. By reconstructing the Seomjin River and its riverside as a simple physical space with water as economic goods rather than a place with a locality, everything became possible. In conclusion, the concept of the disaster becoming normalized as an individual responsibility in this study, known as "privatized," refers to the effect of governmentality that interpellate narrowly the residents in the flood control zones and broadly the local residents in the whole riverside rural region as subjects solely responsible for coping with this disaster.
