Abstract

This study analyzes 425 articles on foreign education published in early Meiji Ministry of Education journals, demonstrating that Japan’s engagement with Western educational systems was not passive imitation but a deliberate and strategic process of reconstruction. The Ministry employed a highly selective approach to information dissemination: 85.4% of all articles focused exclusively on the United States, Germany, France, and Britain, while traditional East Asian educational models were entirely excluded—a purposeful editorial stance reflecting a clearly articulated Western-oriented ideological framework. The analysis identifies distinct patterns of functional differentiation in the appropriation of Western educational models. From the United States, the Ministry adopted foundational principles of public education and decentralized administrative structures, later formalized in the First Education Order of 1879. From Germany, it incorporated systematic academic organization and pedagogical theory. Most notably, during the period surrounding the Second Education Order (1880), coverage of French education increased markedly, indicating a strategic editorial effort to legitimize policy initiatives emphasizing moral education (shūshin) and strengthened centralized state authority. Overall, the findings demonstrate a close correspondence between shifts in journal content and major policy transitions. They further show that early Meiji Japan constructed a distinctive hybrid model of modern education by selectively synthesizing key elements from multiple Western systems.
