본 연구는 세계 각국 기록관리기관에서의 정보관리 평가제도에 대한 분석을 목적으로 한다. 최근 ICT 기술의발전 및 전자정부의 고도화 추진 속에, 각국의 국립기록청을 비롯한 기록관리기관들에서는 범국가적인 정보관리 정책에 동참하며, 정부기관들의 정보관리 수행력을 강화시키기 위해 정보관리 평가제도를 수립하여 운영 중에 있다. 우리나라에서도 디지털 정보환경을 맞아 국가적 범주의 정보관리 역량 강화 필요성이 급증하는 상황에서, 정보관리 평가제도에 대한 연구가 현실적으로 요구된다. 이에 우선적으로 정보관리 평가제도의 수립 배경 및 목적과 함께 성숙도 모델의 채택 이유 등을 고찰한 다음, 정보관리 평가 도구를 구체적으로 수립해 운영 중인 영국 및 미국, 호주, 뉴질랜드의 실제 사례를 분석하였다. 이를 토대로 향후 우리나라 국가기록원을 비롯한 기록관리기관들의 제도적 도입 방향성 모색을 위해, 각국 정보관리 평가 도구상의 공통된 핵심 요소와 함께 이들 요소가 지니는 최근 디지털 정보 환경에서의 함의를 분석하였다.
Abstract
The purpose of this study is to analyze the information management assessment of each country around the world. Amid the recent development of ICT technology and the advancement of e-government, records management institutions participate in national information management policies and are implementing information management assessment to strengthen information management performance of government agencies. In the face of the digital information environment in Korea, the need to strengthen national information management capabilities is rapidly increasing, and research on information management assessment is realistically required. In this regard, Chapter 2 first examines the background and purpose of establishing the information management assessment and the reason for adopting the maturity model. In Chapter 3, the actual cases of the UK, USA, Australia, and New Zealand, where information management assessment tools were established and operated in detail, were analyzed. Based on this, Chapter 4 analyzed the common core elements of each country's information management assessment tool and their implications in the recent digital information environment in order to seek the direction of institutional introduction of records management institutions including the National Archives of Korea in the future.
