해외 국립기록청의 정보관리 정책 분석: 영국 및 호주 사례를 중심으로

초록

최근의 디지털 정보환경을 맞아 해외 국립기록청에서는 정보관리 정책을 적극적으로 추진하고 있다. 이는 기록을 국가의 핵심적인 정보자원 중 하나로 인식하고 ICT 인프라를 기반으로 공유·활용시키려는 국가적 차원의 정보관리 전략에 부응하기 위해서이다. 이를 위해 국립기록청의 사명을 새롭게 설정하고 국가적 차원의 정보관리를 선도하는 주무기관으로서의 위상을 재정립함과 더불어, 다양한 정보관리 정책 및 지침, 표준 등을 수립하는 등, 기록보존자로서의 역할을 넘어 정보관리자로서의 역할을 강화시키고 있다. 우리나라 역시 전자정부의 추진 및 디지털 시대에 대응하기 위해 국가적 차원의 다양한 정보관리 전략을 추진하고 있지만, 이에 대응한 국가기록원 차원의 정보관리 정책은 부재한 실정이다. 이에 본고에서는 디지털 정보 환경을 맞아 정보관리 정책 및 각종 지침 등을 구체적으로 수립해 운영 중인 영국 및 호주 국립기록청의 사례를 분석하였다. 이를 통해 향후 국가기록원을 비롯한 우리나라 기록관리기관들의 정보관리 정책 수립에 벤치마킹할 수 있는 시사점들을 다섯 가지 영역에서 제시하였다.

Abstract

In the face of the recent digital information environment, national archives in overseas are actively promoting information management policies. This is to respond to the national information management strategy to recognize record as one of the nation's core information resources and to share and utilize it based on ICT infrastructure. To this end, national archives has newly established their mission and reestablished its status as a leading authority in information management at the national level, and established various information management policies, guidelines, and standards. Through this, it is strengthening their role as an information manager beyond the existing role as a record keeper. Korea is also promoting various information management strategies at the national level in order to cope with the promotion of e-government and the digital age, but there is no information management policy at the level of National Archives of Korea in response to this. Accordingly, In this paper, cases of The National Archives in UK and National Archives of Australia are analyzed, which have established and are operating information management policies and various guidelines in detail in the digital information environment. Through this, implications that can be benchmarked for Korea are presented in five areas
