Abstract

This study conducts a comparative analysis of electric vehicle support policies in four ASEAN middle-income economies—Malaysia, Vietnam, Indonesia, and Thailand—and evaluates their impact on EV market share between 2019 and 2024. The research employs a comprehensive comparative case study methodology, examining policy types and intensity, market dynamics, competitive structures, industrial capabilities, and charging infrastructure development across the four countries. Policies were systematically categorized into financial support (direct subsidies and tax incentives) and non-financial support (charging infrastructure and localization requirements), and further classified as consumer-oriented or produceroriented based on target recipients. The study also examines the role of domestic automotive brands in policy effectiveness, with particular attention to Vietnam's VinFast as a unique case of domestic brand presence in the electric vehicle sector. The findings reveal three significant theoretical contributions. First, policy design emerges as a stronger determinant of market performance than income level, challenging conventional wisdom about the relationship between economic development and EV adoption. Vietnam, with the lowest per capita GDP (US$4,711), achieved 20.2% EV market share compared to Malaysia's 3.3%, despite Malaysia having the highest per capita GDP (US$13,140). This demonstrates that policy factors are more decisive than economic conditions in middle-income countries. Second, direct subsidies proved significantly more effective than tax incentives in promoting EV adoption. Thailand, the only country providing direct purchase subsidies, achieved 12.2% market share, substantially higher than countries relying primarily on tax benefits. This finding is particularly relevant for middle-income countries where consumers exhibit high price sensitivity and immediate cost reduction is more compelling than long-term tax savings. Third, the interaction between domestic brands and government policies emerged as a crucial factor previously underexplored in existing research. Vietnam's VinFast achieved market dominance (97% domestic market share) without direct subsidies through strategic alignment with government policies, including bus electrification programs and registration fee exemptions, combined with an aggressive low-cost strategy (VF3 model priced at approximately US$9,000). Policy classification results show that Thailand and Malaysia pursued consumer-oriented policies, while Indonesia and Vietnam adopted producer-oriented approaches. The study demonstrates that effective policy design can overcome economic disadvantages, providing important implications for middle-income countries' EV transition strategies and offering insights for Korean companies' market entry approaches in the ASEAN region. The research contributes to electric vehicle policy literature by identifying domestic brand effects and policy design importance as key success factors, extending beyond traditional analyses of policy tool effectiveness to examine strategic interactions between government policies and domestic industry capabilities.
