Abstract
The transportation sector is a major contributor to greenhouse gas (GHG) emissions in Southeast Asia, accounting for approximately 40% of total regional emissions. To transition toward sustainable mobility, a robust electric vehicle (EV) charging infrastructure is crucial. This study develops a business ecosystem maturity assessment framework to evaluate the EV charging ecosystem in four emerging Southeast Asian markets: Indonesia, Malaysia, the Philippines, and Vietnam. Using a hypothetic-deductive approach, the study applies an iterative process consisting of stakeholder identification, component development, and maturity assessment. A three-layered framework—Core Business, Extended Enterprise, and Business Environment—is employed to comprehensively evaluate infrastructure maturity. Key indicators such as charging station deployment, market competition, policy support, and grid resilience were assessed through literature reviews, expert interviews, and case study analyses. Findings indicate that EV charging markets in these countries remain nascent, with significant reliance on foreign partnerships for technological advancement. Public fast-charging station deployment and effective data management are identified as critical drivers of EV adoption. Additionally, government incentives, renewable energy integration, and domestic EV manufacturing are essential for enhancing infrastructure growth and regional competitiveness. Despite contextual differences among countries, cross-cutting strategies such as public-private partnerships, regulatory incentives, and data-driven policy frameworks are key to fostering a sustainable EV ecosystem. Given that EV charging infrastructure remains in its early stages, continuous data monitoring and iterative enhancements to the business ecosystem model are required to address grid resilience challenges and support the transition to low-carbon mobility in Southeast Asia. This research provides a novel business ecosystem framework tailored to emerging EV markets, offering practical insights for policymakers, industry stakeholders, and researchers to accelerate green mobility transitions.
