옹호연합모형(ACF)을 적용한 독일의 ‘67세 연금’ 개혁 과정에 대한 분석

연구 목적: 이 연구는 2007년 법정 연금의 수급개시연령을 2012년부터 단계적으로 65세에서 67세로 연장한 독일의 ‘67세 연금’ 개혁에 참여했던 이해관계자들의 주장과 요구를 내용상으로 분석하는 것을 목적으로 한다. 연구 방법: 연구방법은 ‘정책-분석’ 모델 중 ‘옹호연합모형’으로 한다. 이 모형은 수급개시연령을 상향하는 연금개혁에 관여했던 이해관계자들의 ‘신념체계’와 이에 근거한 입장을 파악하는 데 적합하다. 연구 내용: 이 논문의 연구 내용은 2007년 메르켈(Angela Merkel) 정부가 단행한 ‘67세 연금’ 개혁 과정에 관여했던 ‘재정안정화’ 정책옹호연합과 ‘생활수준보장’ 정책옹호연합에 대한 분석이다. 전자는 수급개시연령의 상향을 통해 연금 재정의 악화 문제를 해결하고자 했고, 후자는 연금수급권자의 생활 수준을 안정적으로 유지하는 것이 연금개혁의 목적이어야 한다고 주장했다. 결론 및 제언: 67세 연금이 도입되는 과정에서 ‘재정안정화’ 정책옹호연합이 주장했던 수급개시연령의 상향만이 관철된 것은 아니었다. ‘생활수준보장’ 정책옹호연합의 요구가 반영된 정책적 조치들도 함께 실행되었다. 결국 ‘67세 연금’을 두고 서로 경쟁했던 두 정책옹호연합은 개혁의 과정을 거치면서 상호보완적 관계가 되었다.
Abstract
This study aims to analyze the claims and demands of stakeholders who participated in the reform process of Germany’s ‘67-age Pension’, which gradually delayed the pension eligibility age from 65 to 67 in 2007 from 2012. The research method is the ‘advocacy coalition framework’ among the ‘policy-analysis’ models. This model is suitable for identifying the ‘belief system’ of stakeholders who were involved in the pension reform that raised the retirement age and the position based on it. The research content of this paper is an analysis of the ‘Financial Stabilization’ Policy Advocacy Coalition and the ‘Standard of Living Security’ Policy Advocacy Coalition, which were involved in the reform process of the ‘67-age Pension’ carried out by the Angela Merkel government in 2007. The former tried to solve the problem of deteriorating pension finances by raising the retirement age, while the latter argued that the purpose of pension reform should be to maintain a stable standard of living for pensioners. In the process of introducing the 67-year-old pension, the ‘Financial Stabilization’ Policy Advocacy Coalition’s insistence on raising the retirement age was not the only thing that was implemented. Policy measures reflecting the demands of the Association for Advocating the Policy for ‘Standards of Living Security’ were also implemented. In the end, the two policy advocacy coalitions that competed with each other over the ‘67-age pension’ became complementary through the process of reform.
