유럽의 공무원연금 개혁과 그 시사점: 독일과 오스트리아 사례를 중심으로

이 글은 이 글은 독일과 오스트리아의 경험에 비추어 우리나라 공무원연금 개혁의필요성이나 그 의미를 탐구하는 시도이다. 공무원연금 개혁은 두 측면의 사회적 합의가 전제된다. 적정 노후소득 수준이나 이와 관련된 재정부담에 대한 사회적 합의가그 하나라면, 부양원칙에 입각한 공무원연금제도나 이와 관련된 직업공무원제도의존속 여부에 대한 사회적 합의가 다른 하나이다. 이러한 사회적 합의가 확보되지 않는 한, 공무원연금 개혁의 주요 배경으로 거론되는 재정문제나 연금제도간 형평성문제를 해결하기가 쉽지 않다. 독일과 오스트리아의 공무원 연금 개혁이 우리에게주는 가장 큰 시사점은 구체적인 개혁방법보다 사회적 합의를 통해 공무원연금제도를 개편했다는 사실에 있다. 한국의 경우, 공무원연금 개혁 과정에서 한국적인 특수성이 고려되어야 하겠지만, 사회적 합의의 중요성이 간과되어서는 안 될 것이다.
Abstract
This Essay trys to reinterpret the necessity of the reform of civil servant pension or the of implications of it based on the experiences of Germany and Austria. The rrform of civil servant pension supposes social agreements on both sides: the one is the social agreements on the suitable level of retirement income or the financial burden caused by it, the other is the social agreements on civil servant pension schemes based on the Alimentation principle and whether to abolish or keep the Career Civil Service System that is related to them. Unless we have reached these social agreements, it is not easy to solve the financial problem and equity problem between pension schemes which are mentioned as main causes of the civil servant pension reform. For Korean society, the biggest lessons of civil servant pension reforms in Germany and Austria are not in concrete reform methods but in reforming the civil servant pension schemes through social agreements. In Korea, It will be needed to be considered for the korean specificity, but must not be ignored the significance of social agreements.
