Abstract
This article attempts to explain President George W. Bush's partisan presidential behavior, including his partisan approach toward Congress, in terms of Bush's electoral connection and his leadership style. First of all, it is no doubt that the right wing Republican primary voters, especially social conservatives and Christian Right supporters, helped him to win the nomination in 2000 and win the presidential races both in 2000 and 2004, thus getting him to be loyal to their cause among other things and, in the course, getting him to be more partisan in his presidential job performance. In addition, his black-and-white political approach, which had had a great deal to do with his evangelical background, and his outcome- or action-oriented leadership style reinforced the President's partisan tendency vis-a-vis both parties and Congress. As a result, President Bush's congressional strategy was not the kind in which he consulted the Democrats frequently and sincerely enough to get them involved in the legislative process. Besides, the strong Republican party unity, the high level of Republican presidential support, and Bush's tactic to maximally utilize the polarized political landscape in Congress, in their turn, all enhanced Bush's incentive to divide and rule Congress in a highly partisan mode, eventually widening the polarization of Congress.
