본 연구는 한국 제조업의 비교우위구조(高기술 vs. 低기술)가 해외직접투자(FDI)의 지역적 패턴에 미치는 영향을 설명하고자 하였다. 기업이 세계시장에서 성공하기 위해서는 고유의 기술적 자산과 함께 이를 효율적으로 활용할 수 있는 최적의 생산입지를 필요로 한다. 또한 기업의 해외시장 진입을 뒷받침하는 기술적 우위는 해당 산업부문의 기술적 우위로부터 나온다고 볼 수 있다. 이러한 관점으로부터 다음의 두 가지 가설이 제기될 수 있다. 즉, 일국의 FDI는 비교열위가 아닌 비교우위부문에서 주로 일어난다는 것과, 한 산업의 기업들이 생산입지로서 선호하는 지역은 해당 부문의 비교우위 요소가 상대적으로 풍부한 지역이 된다는 것이다. 기술집약적인 高기술산업이라면 숙련노동력과 같은 지적 자산이 풍부한 지역으로 향할 것이고, 노동집약적인 低기술산업이라면 저임의 비숙련노동력이 풍부한 지역을 택할 것이다. 실증분석의 결과는 한국 제조업의 FDI가 대체로 그와 같은 패턴을 따라 이루어져 왔음을 시사한다.
Abstract
This paper tries to explain the regional FDI pattern of Korean manufacturing industries as closely related to the home country’s comparative advantage structure. Firms willing to succeed in global markets need usually their own technological assets, but also locations allowing for the efficient utilization of those assets. And the firm’s technological advantages could be considered as coming out from the home country’s comparative advantages. From this point of view, two assumptions could be made as follow: first, FDI would occur primarily in industries with the home country’s comparative advantage, and second, within individual industry groups, firms would tend to go to locations with the relatively abundant supply of comparative advantage factors. In technology-intensive industries, firms would tend to move to countries with the relatively abundant supply of technological assets such as skilled labor. In low-technology labor-intensive ones, they would tend to prefer countries where unskilled labors with low wages are relatively more abundant. The empirical analysis provides some evidence that Korean manufacturing FDI has been going in such ways.
