산업연관분석에 기반한 주소정보의 경제적 효과 분석

전면전환 이후 10년이 지난 현 시점에서 도로명주소를 포함한 주소정보는 급변하는 우리 사회에서 건물, 사물, 장소의 위치를 표현하는 정확한 수단이며 지표로서 점점 더 많은 활용이 이루어지고 있다. 현 시점에서 도로명주소의 전면전환이 우리 사회에 미친 영향을 정량적으로 평가하는 것은 향후 더욱 미래지향적인 주소체계로의 발전을 도모하기 위해 꼭 필요한 과정일 것이다. 본 연구에서는 도로명주소를 포함한 주소정보의 구축이 행정안전부의 주도 하에 이루어진 정책이라는 측면에서 산업연관분석을 적용하였다. 왜냐하면 새로운 제도가 우리 사회에 성공적으로 정착되었는지를 판단하는 것은 실제 국민의 생활에 얼마나 활용되는지를 평가해야 하므로 우리 사회의 모든 산업계에 미치는 영향을 측정하는 것이 타당할 것이기 때문이다. 분석 결과 주소정보의 생산유발효과는 3,195억원, 부가가치유발효과는 1,639억원, 고용유발경제가치는 680억원으로 나타나 투입대비 생산유발효과는 1.69배였고, 생산유발효과, 부가가치유발효과, 고용유발경제가치는 1.92배로 나타났다.
Abstract
Even at this point, 10 years after the entire conversion, address information including street names and addresses is being used more and more as an accurate means and index to express the location of buildings, facilities, and places in our rapidly changing society. Quantitatively evaluating the impact of the entire conversion of road name addresses on our society at this point in time will be a necessary process to promote the development of a more future-oriented address system in the future. In this study, input-output analysis was applied in the aspect that the construction of address information including street names was a policy led by the Ministry of the Interior and Safety. This is because judging whether a new system has been successfully established in our society requires evaluating how much it is actually used in people's lives, so it would be appropriate to measure its impact on all industries in our society. As a result of the analysis, the production inducement effect of address information was 319.5 billion won, the added value inducement effect was 163.9 billion won, and the employment inducement economic value was 68 billion won. appeared at 1.92 times.
