불가리아 ODA 공여경험과 사례에 대한 연구

불가리아는 공산주의 시기 공적개발원조(ODA)의 공여국으로, 탈공산화 과정에서의 수혜국으로 그리고 2007년 EU회원국 가입을 계기로 다시 공여국으로 세계 ODA 무대에서의 그 입장이 연이어 바뀌었다. ODA의 최대 공여국인 EU의 회원국으로서 그 역할을 다하고 있으나 아직까지 작은 국가규모와 국민소득으로 인해 국제 ODA 사회에 기여하는 비율이 높지 않다. 하지만 원조공여비율은 꾸준한 증가를 보이며 타 EU가입국과 그 어깨를 나란히 하고 있으며 수혜국으로의 경험은 공여국에서 제공할 수 있는 재정적 지원 이외에 경험과 노-하우를 공유할 수 있다는 큰 장점을 가지고 있다. 이 논문에서는 시간적 순서에 따라 체제 전환 전후의 불가리아의 ODA역할 변화, EU 가입이후 신흥 공여국으로서의 행보를 이해하고 이를 평가를 함으로서 불가리아 ODA의 경험과 그 한계점 파악하고자 하였다. 이 과정을 통해 불가리아 ODA에 대하여 깊이 이해하고, 이를 바탕으로 향후 전망과 예측을 시도해 보았고, 더 나아가 불가리아 ODA가 추후 나아갈 방향에 대해 연구해 보았다.
Abstract
Bulgaria used to be ODA (Official Development Assistance) providing country during communist regime (before 1989), with its status changing to receiving country during the political transition period (after 1990). In 2007, with its accession as EU member state, Bulgaria became again ODA donor. The EU is the biggest ODA donor and Bulgaria has put its best effort to implement its role but still its contribution amount and influence is limited by the low GNI (Gross National Income) and the size of the country's economy. However, the percentage of donor aid as per GNI is growing gradually and the ratio is similar with other countries. In addition, Bulgaria has its advantage, which is the sharing of experience and know-how since Bulgaria has gone through different positions in international ODA status as providing, receiving and again donor country. In this connection, this paper is aimed to provide deeper understanding about Bulgaria’s ODA taking into account its current status with specific transition moments to evaluate. This assessment will lead us to identify shortcomings (or weaknesses, or limitations) and derive visions of prospect developments. Furthermore, this research can be used for direction guidance of Bulgaria ODA.
