1989년 체제전환 이후 체코는 ODA를 제공하는 국가에서 받는 국가로 그리고 또 다시 제공하는 국가로 변모함으로써 ODA를 제공하는 기존 선진국과는 달리 수원국의 입장에서 ODA를 이해할 수 있는 유리한 위치에 있다. 더군다나 체코는 다른 선진 공여국과는 달리 최근 민주화와 시장경제 구축이라는 측면에서 그리고 EU와 같은 국제기구 가입이라는 측면에서 수원국에 경험과 노-하우를 전수할 수 있는 장점을 지니고 있다. 따라서 ODA 공여국으로서의 체코는 재정지원에 머무는 것이 아니라 수원국이 가장 필요로 하는 경험과 노-하우를 전수할 수 있는 신흥 공여국의 위치에 있다. 이런 측면에서 본 논문의 목적은 체코 ODA의 특징과 한계를 통해 공여국과 수원국 사이의 관계를 살펴보고 양자의 관계 속에서 ODA의 효과를 극대화시킬 수 있는 방안을 찾아보려는 것이다.
Abstract
Since the 1989 transition Czech Republic was transformed from an ODA providing country to a receiving one and after 2004 to an ODA donor. Unlike the existing industrialized ODA donor countries, Czech republic is in a favorable position to understand ODA recipient countries. As recent experiences of democratization and transition to market economy and joining international organizations such as European Union, Czech Republic is able to support not only 'money' but also the experiences and know-how to ODA recipient countries. In this respect, the aim of this paper is to analyze the relationship between donor and recipient countries and to find ways to maximize the effectiveness of ODA in the bilateral relations. In addition, in this paper will be also discussed the limits of Czech ODA and the ways to overcome them.
