중국경제의 발전에 따라 EU와 중국의 협력은 점차 더 긴밀해지고 있다. 중국은 EU와 연례 정상회담을 갖고 있는 전 세계의 5개국(미국, 러시아, 인도, 일본, 중국) 중에 하나이며, EU와 중국은 2003년 양국 간의 관계를 ‘전략적 동반자관계 (Strategic Partnership)로 격상시켰다. EU는 전 세계 최대의 ODA 공여지역이다. 전 세계 ODA지출의 절반이 EU 기구 및 EU회원국에서 이루어지고 있다. 최근에 경제성장과 함께 중국정부도 ODA지원 확대에 적극적인 관심을 기울이고 있다. 프랑스, 독일, 영국 등 EU회원국 그리고 EU기구와 비교했을 때 중국의 ODA규모는 아직 소규모이지만 ODA 지출 증가속도가 비약적으로 향상되고 있다. 그러나 중국의 적극적인 ODA정책에 대해 서방언론 및 서방정부 보고서에서 부정적인 시각이 주류를 이루고 있다. 그러나 이러한 부정적인 시각이 설득력이 있는지에 대해서 평가를 할 필요성이 있다. 따라서 본 논문은 중국과 EU의 ODA관계를 ODA 수원국과 공여국의 관계 변화라는 측면에서 분석하고, 중국과 EU 회원국 및 EU기구의 ODA정책이 갖는 유사성과 차별성에 대한 분석을 진행하여 중국의 ODA모델을 좀 더 객관적으로 파악하려고 노력하였다. 중국에 대한 EU의 ODA지원은 ODA정책에서 현실주의적 성향을 갖는 프랑스와 독일과 같은 EU회원국에서 빠르게 증가하였지만, 이상주의적 성향을 갖는 스웨덴과 같은 EU회원국과 EU기구에서는 빠른 경제성장으로 세계 제 2의 경제대국으로 성장한 중국에 대해 ODA 지원금액이 축소되고 있다. 중국 ODA 통계의 접근성 문제로 분석에 제한이 있지만, 중국의 ODA는 서방측시각과는 달리 상당히 “이상주의”적인 방향으로 이루어지고 있다. 따라서 중국의 ODA에 대한 보다 객관적인 평가를 위해서는 중국 ODA에 대한 활발한 비교연구가 수행되어야 한다.
Abstract
With the outstanding economic development of China, EU/China relations have been closer than ever. China is one of 5 countries (USA,Russia, India, Japan and China) in the World which have the annual summit with the EU. In 2003, China and the EU decided to upgrade their relationship to the Strategic Partnership. The EU is the largest ODA donor in the World. Over than 50% of the global ODA is funded by the EU institutions and the EU member-states. With the recent economic development, Chinese government is showing actively its interest in the increase of its ODA. Even if the volume of Chinese ODA is still less important than the volume of ODA from the EU institutions and the EU member-states like France, Germany and U.K, the growth of the expenditure of Chinese ODA is remarkable. However the view from Western media and their governmental reports about the Chinese active ODA policy is mainly negative. It is necessary to examine the credibility of this negative view. In order to understand the Chinese ODA model, this paper analyzes the EU/China ODA relations under the framework of ODA Donor/Recipient and this paper also analyzes the similarity and the difference between the ODA models of EU member-states and China. In case of French and German ODA to China which are considered as “realistic”, the volume of ODA increased from 2002 to 2009 while the volume of ODA decreased in case of Swedish ODA and the EU institutions ODA to the 2nd largest World economy which are considered as “idealistic”. Even if the research restriction still exists due to the problem of the access to the statistics of Chinese ODA, this research shows that,contrary to the view from Western countries, Chinese ODA is operated partially even in “idealistic” way. In order to obtain the complete evaluation of Chinese ODA, it is indispensable to promote the comparative studies of Chinese ODA.
