영국의 수원국 국별 프로그램 평가틀에 대한 분석과 한국에 대한 시사점

원조의 효과성을 제고하기 위해서 주요 원조 공여국들은 자국의 원조에 대한 국별전략을 수립하고 이의 평가를 실시하고 있다. 영국은 오랜 원조경험을 갖고 있는 국가로서 영국의 원조체계는 많은 국가들의 모범이 되고 있다. 한국은 수원국의 입장에서 공여국으로 전환한 유일한 국가이기 때문에 아직까지 원조체계의 확립은 이루어져 있지 못하며 여러 가지 개선방안이 논의되고 있는 상황이다. 이러한 상황에서 국별전략에 대한 평가는 그 기초가 되는 작업으로 중요한 의미를 갖고 있다. 따라서 본 연구에는 선진공여국인 영국의 원조체계에 있어서 그 결과를 평가하는 방식에 대해 살펴보고 이로부터 시사점을 도출해 보고자 한다.
Abstract
In order to enhance the effectiveness of aid, major donor countries have established national strategies for their aid and are evaluating them. The UK is a country with long experience in aid, and the UK's aid system is a model for many countries. Korea is the only country that has moved from donor country to donor country, but, the establishment of aid system has not yet been established and various improvements are being discussed. In this situation, the evaluation of the national strategy has an important meaning as the foundation work. Therefore, this study examines the method of evaluating the results of UK aid system, which is an advanced donor country, and draws implications from it.
