Abstract
This study examines the translation activities of Chinese students enrolled in the Legal and Political Rapid Course at Hosei University in Japan, focusing on their work with the Law and Politics Series(Hōsei Sōhen, 法政叢編). It aims to reveal how, amid the Qing government’s policy of “rich nation, strong army” and its restrictive regulations, these students sought possibilities for nation-building and constitutional reform through translation practices in the realm of thought and knowledge. Following the abolition of the imperial examination system, legal and political education was integrated into the state’s modernizing agenda, and overseas students were encouraged to undertake systematic translations of Western legal and political texts in Japan. While these translation efforts initially aligned with the state’s strategy of national strengthening, the process itself underwent several significant transformations, revealing complexities beyond mere instrumental support for reform. Such translation was not merely a technical act of textual conversion, but a process of knowledge construction and political expression—reflecting the efforts and aspirations of overseas students to actively participate, with intellectual independence, in envisioning the future of the country during the modern transition period. Translation activities thus functioned as a form of practice situated between compliance and resistance—responding to the urgent demands of the time while simultaneously opening new perspectives on the understanding of the state and political order. They revealed the complex interplay between the dissemination of knowledge and the processes of political enlightenment.
